Introduction

In 2002, California State University, Chico decided to address a perceived need to demonstrate quality in online instruction, and to set some guidelines for developers of online teaching. In response, the Committee for Online Instruction (COI) published a "Rubric for Online Instruction" (ROI) that not only promotes an ongoing discussion about the nature of student learning, it also helps educators develop and evaluate online courses.

Since then, the rubric, also known as the Chico rubric, has been used by institutions of higher education worldwide, and is helping faculty to receive recognition for their hard work in online course delivery.

At SDSU, instructional designer Andrea Saltzman Martin has created a web site called Hybrid and Online Course Examples, with screenshots and interactive course sites as examples for every element of the Chico Rubric.

What are the main features?

The rubric is a PDF form that states assessment criteria for online courses. It takes approximately an hour to complete. The rubric can be used for self-assessment, peer review, or as a submission document for course design competitions.

How do I implement it?

The Rubric for Online Instruction can be used:
  1. As a "self-evaluation" tool - assisting instructors how to revise their existing course.
  2. As a way to design a new course for the online environment, following the rubric as a roadmap.

What does it measure?

The rubric addresses six dimensions:
  1. Learner support & resources.
  2. Online organization & design.
  3. Instructional Design & Delivery.
  4. Assessment & Evaluation of Student Learning.
  5. Innovative Teaching with Technology.
  6. Faculty use of student feedback.
